THE 1325 COALITION AS AN ADVOCACY ACTOR IN THE FORMATION OF LOCAL SOCIAL POLICY TO ADDRESS GENDER INEQUALITY

Introduction. In the context of war and contemporary societal transformations, the role of civil society institutions has increased in ensuring social cohesion, protecting human rights, advocating for vulnerable population groups, and developing effective mechanisms of interaction between communities, the state, and international partners. In this context, the Coalitions 1325 established at the regional level are gaining particular importance in integrating gender-sensitive approaches into the processes of developing and implementing local policies. Purpose and objectives of the article. The aim of the study is to analyze the activities of the Coalition 1325 as a subject of advocacy in the formation of local social policy aimed at overcoming gender inequality, as well as to identify the mechanisms for integrating a gender-sensitive approach into the practices of territorial communities under its influence. The scientific novelty of the study lies in a comprehensive approach to analyzing the activities of the Coalition 1325 as an advocacy actor within the system of local governance, which makes it possible to reveal the specific features of its influence on the formation of social policy aimed at overcoming gender inequality. Results. Advocacy serves as an important instrument through which civil society influences the decision-making processes of public authorities. One of the key mechanisms for implementing advocacy at the regional level is public monitoring of the implementation of the Regional Action Plan for the implementation of the United Nations Security Council Resolution 1325. Monitoring conducted by the Coalitions 1325 should be considered not as an isolated evaluation procedure but as an integrated component of an advocacy strategy. It provides an evidence base for influencing the development and improvement of local social policy aimed at overcoming gender inequality, and also contributes to the institutionalization of the principles of accountability, transparency, and gender sensitivity in public policy. The results of the monitoring conducted in the Cherkasy region make it possible to consider the Regional Coalition “Cherkashchyna 1325” as a full-fledged actor in the implementation, evaluation, and formation of regional gender policy.
