FEATURES OF CASE MANAGEMENT FOR INDIVIDUALS IN DIFFICULT LIFE CIRCUMSTANCES AT THE LEVEL OF STATE SOCIAL POLICY

Abstract

Introduction. The article substantiates the features of using case management with individuals in difficult life circumstances at the state level. Modern transformation processes in society – socio-economic instability, full-scale war, internal migration, increasing unemployment and poverty – actualize the problem of providing effective support to individuals in difficult life circumstances. In the context of reforming the social protection system in Ukraine, the implementation of innovative approaches to organizing social work is of particular importance, in particular, case management technology as a tool for interagency interaction and individualized support for recipients of social services. Purpose and objectives of the article. The purpose of the article is to theoretically substantiate and practically analyze the features of using case management in working with individuals in difficult life circumstances, as well as to identify ways to improve its application at the level of state social policy. In accordance with the goal, the following tasks were formulated: 1. To define “case management” as a conceptual category. 2. To analyze the scientific and theoretical literature on the problems of implementing “case management” with individuals in difficult life circumstances. 3. To analyze the features of the work of case managers at the state level, namely the stages, models, principles of working with individuals in difficult life circumstances. Results. It was studied that the problem of “case management” with individuals in various crisis situations was studied by many scientists of domestic and foreign science. In the scientific and methodological literature, the multifaceted concept of “case management” is found, depending on the object of research and scope of application. The stages of working with clients in difficult life circumstances are determined: establishing trusting relationships, assessing needs, drawing up an individual assistance plan; support in the provision of social services, specialist intervention with the client, monitoring and control of the implementation of the plan, client support and motivation, assessment of the effectiveness of case management. Case management models are substantiated: mediation, clinical (therapeutic), rehabilitation, intensive case management model, interdisciplinary group of specialists model. The principles of case manager work with individuals in difficult life circumstances are analyzed: individualized approach, orientation to client needs, flexibility, high competence, confidentiality and respect, professional ethics, etc.
