INCLUSIVENESS OF THE STUDENT BODY AS AN ELEMENT OF FORMULA FUNDING FOR HIGHER EDUCATION INSTITUTIONS

Abstract

The article highlights the relevance of the problem of formula funding for higher education institutions, taking into account the inclusivity of the student body. The issue is illuminated in the context of the development of the Ukrainian higher education system, which has undergone changes due to military actions and the COVID-19 pandemic. The article analyzes changes in the financing of higher education in Ukraine, particularly the temporary suspension of the formula funding system in 2022 and its restoration at the beginning of 2024. Special attention is paid to the challenges associated with educational opportunities for people with special needs, who have experienced growth due to military actions. The article includes an analysis of the latest research and publications by Ukrainian scientists in the field of inclusive education and the financing of educational institutions. The authors suggest considering inclusiveness as a key indicator in formula funding, based on current data on the increase in the number of people with disabilities and the need for their integration into society and the educational process. The article provides specific suggestions for changing the funding formula, including a new indicator of inclusiveness of the student body, and examines the peculiarities of the 2024 admission campaign. The conclusions and prospects for further research focus on the need to adapt the funding system of higher educational institutions, taking into account inclusiveness, the effectiveness of inclusive education, and the development of comprehensive criteria for assessing inclusiveness. The authors emphasize the importance of studying international experience in this area to improve the accessibility and quality of higher education.
