LEGAL AID SYSTEM FOR WAR VETERANS AND INTERNALLY DISPLACED PERSONS IN UKRAINE

Abstract

Introduction. The article provides a comprehensive analysis of the legal aid system for war veterans and internally displaced persons in Ukraine in the context of modern socio-political challenges. The regulatory and legal principles of the functioning of the mechanisms for providing legal aid to the specified categories of the population are disclosed, in particular, the main legislative acts, state programs and institutions that ensure the implementation of their rights and freedoms are characterized. Particular attention is paid to the role of the free legal aid system, the activities of state authorities, local governments and public organizations in ensuring access to legal services. Key problems in the field of legal protection for war veterans and internally displaced persons are identified, including insufficient awareness, the complexity of the procedures for obtaining assistance, as well as limited resource provision. Purpose and objectives of the article. The purpose of the study is a comprehensive analysis of the legal aid system for war veterans and internally displaced persons in Ukraine, identifying its main components, features of functioning, implementation problems and prospects for improvement in modern conditions. The research methodology involves the use of a complex of general scientific and special methods of scientific knowledge, namely: formal-legal, system-structural, analytical, comparative-legal and generalization methods, which made it possible to comprehensively investigate the legal principles, mechanisms and practical aspects of providing legal aid to war veterans and internally displaced persons in Ukraine. In particular, to study scientific approaches and the regulatory and legal framework for providing legal aid to war veterans and internally displaced persons; to reveal the structure of the legal aid system and the relationship between its elements; to study the content of legal norms that regulate the procedure for providing legal aid; to formulate conclusions and determine areas for improving the legal aid system in Ukraine. Results. The results of the study are that the regulatory and legal principles of the functioning of the legal aid system for war veterans and internally displaced persons in Ukraine were analyzed, its main components, entities providing it and features of implementation were identified. The study found that the legal aid system in Ukraine is complex and encompasses the activities of state authorities, the free legal aid system, local governments, administrative service centers, and public organizations. The conclusions and generalizations formulated in the study may be useful for improving the mechanisms for providing legal aid, increasing its accessibility and effectiveness, and for developing practical recommendations for protecting the rights of the above categories of persons.
