Introduction. The article analyzes the transformation of the educational landscape under the influence of the pandemic and military operations in Ukraine, which led to the transition to online learning. The role of digital platforms in access to education for people with chronic diseases and special needs is considered, as well as the challenges of the «digital divide» caused by inaccessible environmental design. Purpose and objectives of the article is to theoretically substantiate the impact of various health conditions on the effectiveness of online learning and systematize educational barriers in accordance with the international standards for the classification of diseases (ICD-11) for the development of recommendations for inclusive design. Scientific novelty lies in the systematization of educational barriers according to ICD-11 codes (in particular 9D90, 6A00, 6B40), which will become a state standard in Ukraine from 2027. A classification table of the impact of specific nosologies on the learning process has been developed. Results. The study highlights specific barriers: for students with visual impairments – incompatibility of materials with screen readers; for people with hearing impairments – priority of audio stream over video; for neurodiverse students (ADHD, dyslexia) – high cognitive load and complex navigation. AI tools have been found to cause «cognitive overload», which, when consumed passively, impairs critical thinking. For individuals with mobility impairments and chronic conditions, online formats provide the necessary flexibility but require adaptation of digital interfaces and overcoming social stigma. It has been proven that the solution to the problems is the implementation of the principles of universal design for learning (UDL) and WCAG standards at the stage of platform development. It is recommended to integrate adaptive AI technologies, provide mental health support, improve staff qualifications and conduct regular digital accessibility audits.
