SOCIAL PARTNERSHIP AS A TOOL FOR SUSTAINABLE DEVELOPMENT OF TERRITORIAL COMMUNITIES

Abstract

Introduction. Social partnership functions simultaneously as a mechanism of public life, coordinating the interaction between authorities, business, and civil society organizations, and as a networking tool that integrates the resources, competencies, and interests of various stakeholders in municipal development. The relevance of the study is determined by the need for the effective alignment of priorities among different social groups during the planning and implementation of strategic community initiatives. Purpose and objectives of the article. The aim of this research is to provide a comprehensive analysis of social partnership as a tool for ensuring the sustainable development of territorial communities, to identify mechanisms for coordinating resources and powers of key local development actors, to enhance the efficiency of management decisions, to build institutional capacity, and to strengthen social cohesion in communities under contemporary decentralization conditions. Scientific novelty. The study emphasizes social partnership as a system-forming mechanism for community development and proposes original tools for assessing its effectiveness. A graphical model of the social partnership mechanism has been developed, demonstrating the integration of resources, competencies, and authorities of government, business, civil society organizations, and the population. Additionally, a matrix model of subject-oriented community transformation is proposed, reflecting the formation of a socially integrated community with high levels of social cohesion, trust, and shared value orientations. Particular attention is given to the role of internally displaced persons (IDPs) and war veterans as active participants in partnership processes, which contributes to the expansion of social capital, community integration, and increased inclusiveness in local governance. Results. Social partnership promotes the development of resilient and cohesive communities, enhances institutional capacity, and contributes to long-term socio-economic stability. Active participation of the public, IDPs, war veterans, and business enables the coordination of interests and resources, stimulates economic activity, and fosters social integration. The use of digital technologies and networked management forms increases transparency and operational efficiency in governance processes. Further research may focus on developing methodological approaches and indicators for sustainable community development to enhance the practical value of scientific results and strengthen the strategic capacity of territorial communities.
