ADDRESSED SOCIAL ASSISTANCE AS A TYPE OF SOCIAL SECURITY

Abstract

Introduction. The problems of social assistance and social protection have always been in the center of attention of researchers, since the main task of the social protection system is the fight against poverty. It has acquired special relevance at the current stage of the transformation of society, when the level of income of the population has significantly decreased. Purpose and objectives of the article is to clarify the content and features of providing targeted social assistance and its place in the population social security system. The results. In the system of social protection of the population, social assistance is one of the independent types of financial support for persons in difficult life circumstances, namely disabled citizens, low-income families, families with children, and others. Among the most important factors that led to the revision of the social security system are the growing differentiation of incomes and the increase in poverty among the population. Mass dismissals, the economic decline of certain regions due to active military operations, population migration have led to large-scale and unusual changes for which the social insurance system alone is not enough. Thus, as an instrument of social policy, a significant role belongs to the system of social assistance and provision. Social assistance is a system of state measures aimed at supporting citizens who find themselves in difficult life circumstances. It can be general (non-addressable) or special (addressable). Targeted assistance is provided to specific categories of persons in need of support, for example, low-income families, single mothers, etc. The main principles of targeted aid are targeting, targeted use of funds, transparency and efficiency To improve the system of targeted social assistance in Ukraine, it is important to take into account the experience of foreign countries. The introduction of modern technologies and innovative approaches is an important aspect of the development of the targeted social assistance system.
