Abstract

Introduction. Occupational safety and life security in the context of inclusion is an extremely relevant area of modern social policy and labor activity, as ensuring equal rights and opportunities for all citizens, including people with disabilities and other low-mobility groups, is one of the key tasks of sustainable societal development. In this regard, research on occupational safety within an inclusive environment becomes particularly significant both in the legislative and practical spheres. The purpose of the article is to study modern approaches and practices for ensuring safe working conditions for people with special needs, analyze existing regulatory legal acts and recommendations, and develop proposals for improving the occupational safety and health system in an inclusive environment. Scientific novelty. In the conditions of nowadays conditions of the provision of the accessible environment in the society, equal rights and opportunities for the every member of the society, and also people from the amount of people with special needs, people from the amount of people from the low-mobility groups of population, is one of the key tasks of sustainable societal development. In this regard, research on occupational safety within an inclusive environment becomes particularly significant both in the legislative and practical spheres. An inclusive environment involves the creation of conditions that meet the physical, psychological, and social needs of all employees, regardless of their physical capabilities. This requires the adaptation of workplaces, educational institutions, public spaces, and transport infrastructure in accordance with barrier-free access standards and universal design principles. Results. Special attention is given to the adaptation of the labor process, which includes the modernization of workplaces, the use of assistive technologies, and staff training on the principles of inclusion. The European experience in occupational safety in the context of inclusion is based on a series of regulatory legal acts that govern the rights of people with disabilities and other vulnerable groups to safe working conditions. Documents such as Council Directive 2000/78/EC on establishing a general framework for equal treatment in employment and occupation, the European Disability Strategy 2021–2030, and the UN Convention on the Rights of Persons with Disabilities serve as the foundation for the formation of an inclusive labor market. EU member states develop and implement support programs for employers who hire people with disabilities, fund workplace adaptations, and create incentives to ensure equal opportunities in employment. Furthermore, the concept of “smart inclusion” is actively being implemented in EU countries, which involves the use of modern digital technologies, such as automated employee support systems, adaptive software, and sensor technologies to improve working conditions for people with disabilities. These initiatives contribute not only to the physical comfort of employees but also to increased productivity and social integration.
