DIRECTIONS FOR IMPROVING SOCIAL POLICY TO SUPPORT INTERNALLY DISPLACED PERSONS IN UKRAINE

The article examines the current architecture, scope and practical performance of social policy for internally displaced persons in Ukraine in the context of prolonged full-scale war. It traces structural shifts in the scale, geography and socio-demographic profile of displacement after 2022 and analyses how these changes reshape the design logic and operational efficiency of state support instruments. The assessment covers the evolution of cash assistance, the coverage and targeting of housing solutions, access to social and medical services, the availability of education and psychosocial support, as well as entry barriers to labour market integration and self-reliance. Particular attention is paid to institutional and regulatory bottlenecks of the existing model, including legal fragmentation, multi-agency governance without a single coordination node, administrative complexity of procedures, verification-related exclusion risks, fiscal under-provision and the persistent gap between nominal transfers and real cost of living and housing for displaced households. Based on the review of the 2022–2025 dynamics and the appraisal of the legal and organisational framework, the paper synthesises directions for policy improvement: consolidation of the legal field in a single act; integration of cash and services in one functional mechanism with unified data spine; shift to verified, needs-based targeting; expansion and prioritisation of housing solutions; digital-first design of procedures to reduce friction and leakage; introduction of programme-based budgeting and risk-based control; development of public–private and donor partnerships to stabilise financing; and installation of a single coordination centre to align actors, standards and results. The agenda emphasises long-horizon resilience, measurability of outcomes and the alignment of support with durable integration pathways, while recognising that the persistence of displacement requires a shift from emergency logic to a systemic, investment-grade policy architecture.
