THE ROLE OF HUMAN POTENTIAL IN THE DEVELOPMENT OF TERRITORIAL COMMUNITY

Abstract

The article is dedicated to the pressing issue of the development of territorial communities in the context of the rational use of existing human potential and the search for ways to preserve and restore it during the post-war reconstruction period in Ukraine. The analysis of numerous scientific works allows stating that human potential consists of cognitive and agnostic components. It is emphasized that human potential is closely linked to human capital and human development, which is determined not only by quantitative but also qualitative indicators. The evolution of approaches to calculating the Human Development Index using the methodology developed by the United Nations is analyzed. According to the Index, our country has one of the lowest birth rates and a high level of mortality compared to other European countries. In addition, the constant outflow of population will lead to changes in the age structure, aging of the nation, and a decrease in the proportion of people with higher education. A number of key aspects of the role of human potential in strengthening the capacity of territorial communities are characterized. It is proven that preserving human potential requires developing a corresponding strategy for managing the development of the community’s human capital. Focusing on key directions, the author identifies strategic steps for the most effective use of the community’s human potential. The research results indicate that successful management and development of territorial communities are impossible without proper consideration and stimulation of the growth of human potential, which, in turn, contributes to improving the quality of life and the competitiveness of the community as a whole. The article has a practical dimension, offering recommendations for local self-government bodies to ensure the effective use of human potential at the community level to achieve common socio-economic goals.
