IMPLEMENTATION OF EUROPEAN PRACTICES IN THE UKRAINIAN HEALTH CARE SYSTEM

The article presents a generalization of modern scientific approaches to the formation and development of Ukraine’s public health system under the conditions of intensified European integration processes and the transformation of public administration. Based on the analysis of scientific sources, it is substantiated that the effective functioning of the sector requires the implementation of European governance principles, the adaptation of international quality standards, and the strengthening of the institutional capacity of national healthcare structures. The study identifies key directions for system modernization, including the reform of organizational and legal foundations, improvement of management mechanisms, development of human resources, and digitalization of medical and social service delivery. It is determined that harmonization of the Ukrainian model of public health with European approaches requires systematic support from state institutions and international partners. European integration is emphasized as a catalyst for improving the effectiveness, transparency, and accountability of public institutions in the health sector. Particular attention is given to the need for intersectoral cooperation, innovative resource management, and the development of preventive measures in line with the European “Health in All Policies” approach. The importance of fostering a culture of health among the population, increasing public awareness, and developing partnership models of interaction between the state, business, and civil society is highlighted. It is stressed that the effective implementation of reforms is possible only through the combination of scientific potential, managerial innovation, and international experience. Public health is proposed to be viewed as an integral component of national security and a factor of the state’s socio-economic stability. Ukraine’s public health system is developing within the context of integrating European management practices, applying innovative mechanisms, and implementing the conceptual foundations of sustainable development, which together ensure its higher efficiency, resilience, and competitiveness in the European space.
