PLANNING THE DEVELOPMENT OF SMALL BUSINESSES IN THE CONTEXT OF UKRAINE'S EUROPEAN INTEGRATION

Abstract

The article presents the theoretical and applied foundations of small business development planning in the context of Ukraine’s European integration. It emphasizes that small business is a key factor in shaping a competitive economy, promoting job creation, innovation, and the growth of local budgets. Ukraine’s integration into the European economic space requires the modernization of the planning system, which should rely on analytical methods, digital technologies, and internationally recognized management standards. The article summarizes scientific perspectives on planning as a mechanism for coordinating resources, setting development priorities, and assessing the effectiveness of managerial decisions. The analysis of Ukrainian and foreign research highlights the relationship between planning quality, entrepreneurs’ financial stability, and their capacity to expand economic activity within the European integration framework. Planning is identified as a systemic mechanism for aligning entrepreneurial initiatives with national priorities and the requirements of the EU market. The implementation of international standards developed by UNIDO, EBRD, and IFC has been shown to enhance forecast reliability, simplify investment risk assessment procedures, and strengthen trust among European partners. The study finds that digitalization of planning processes is essential for improving management efficiency, as it enables the automation of financial calculations, analytical monitoring of market trends, and timely responses to economic changes. The article outlines directions for improving the planning system, including the use of analytical platforms, the promotion of financial literacy among entrepreneurs, and stronger institutional coordination between government agencies, business associations, and educational institutions. The development of an analytical culture among entrepreneurs is emphasized as a factor that enhances the validity of planning decisions and promotes the efficient use of resources. Special attention is given to the harmonization of small business planning procedures with European requirements, which involves strengthening financial planning, developing human resources, and focusing on innovative solutions. It is argued that the balanced integration of analytical, financial, and organizational dimensions of planning creates conditions for stable business operations, improved competitiveness, and expanded partnerships. The article concludes that effective planning of small business activities in the context of European integration fosters the development of a modern entrepreneurial culture based on European principles of economic responsibility, innovation, and openness to cooperation. The harmonization of Ukraine’s planning system with the standards of the European Union is considered one of the decisive factors for the country’s economic recovery, enhanced investment attractiveness, and the establishment of Ukraine as an equal participant in the European Economic Community.
