METHODOLOGICAL PRINCIPLES FOR ASSESSING HUMAN CAPITAL QUALITY IN THE CONTEXT OF ECONOMIC DIGITAL TRANSFORMATION

Introduction. The article explores the theoretical and methodological foundations of assessing human capital as a key resource for socio-economic development in the context of a transformational economy and digitalization. Emphasis is placed on the multifaceted nature of human capital, encompassing education, professional competencies, health, creativity, innovative potential, mobility, and adaptability. Purpose. The study aims to substantiate the necessity of transitioning from partial indicators to a multidimensional integrative assessment that comprehensively measures the quality and effectiveness of human capital. An original methodological approach to integrative human capital assessment at micro- and macro-levels is proposed, combining quantitative and qualitative indicators with expert evaluation tools. Methods. The research methodology involves a critical review of existing assessment approaches. The proposed methodological approach combines quantitative and qualitative indicators with expert evaluation tools. The significance of digital data, intelligent analysis of large datasets (Big Data, AI), and the use of dashboards for visualizing human capital data are highlighted as key tools for enhancing monitoring systems. Results. The research demonstrates the importance of a comprehensive assessment model for human capital. The proposed integrative approach provides a more holistic view of human capital quality and effectiveness compared to traditional methods that rely on partial indicators. This approach supports data-driven policies, personalized learning, and inclusivity, proving beneficial for strategic decision-making. Conclusion. The article concludes that to effectively manage human capital in a modern economy, a holistic and dynamic assessment model is required. The findings can be applied to shape socio-economic policies, educational strategies, and corporate governance. Further academic research could focus on developing regional models for human capital and evaluating the long-term effectiveness of the proposed mechanisms.
