PROJECT APPROACH TO STRATEGIC MANAGEMENT OF RURAL DEVELOPMENT

The article examines the application of the project-based approach as an effective tool for strategic management in the development of rural areas in Ukraine under conditions of decentralization, economic instability, and growing global challenges. The relevance of the topic stems from the need for structured and innovative approaches to managing local development, taking into account the significant share of rural areas in the total territory of the country and the substantial proportion of the rural population. The author substantiates the feasibility of combining strategic and project-based management, which enables the effective implementation of strategic goals through concrete, manageable actions tailored to the specific needs of each community. The paper analyzes the legal and regulatory framework governing the functioning of strategic management for rural development and explores the role of key ministries in this process. It highlights the principles of strategic planning, characterizes the institutional and informational support systems, and identifies the factors influencing the competitiveness of territorial communities. Particular attention is paid to the stages of identifying priority development areas and the mechanisms for resource mobilization, including investment activity, as a fundamental element of long-term economic growth. The article emphasizes that the project-based approach ensures the systematic execution of actions, transparency in management processes, efficient allocation of resources, and broad stakeholder engagement. Its implementation enhances the institutional capacity of communities, improves living standards, supports infrastructure development, reduces dependency on external factors, and fosters a sustainable socio-economic environment. The author concludes that combining strategic vision with project management tools is essential for the successful transformation of rural areas in the face of contemporary challenges.
