TRANSFORMATION OF THE WELFARE STATE DURING WARTIME: INSTITUTIONAL CHALLENGES AND INNOVATIVE RECOVERY MODELS

Introduction. The study analyzes Ukraine's social state transformation during military conflict, examining policy reorientation towards military needs, budget restructuring, shift from universal to targeted assistance, and power decentralization to local levels and non-governmental actors. Purpose. This research aims to comprehensively analyze the transformation processes of the social state under war conditions, identify key institutional challenges, and develop conceptual foundations for a new social protection model capable of functioning effectively in both extreme conditions and post-war reconstruction. Methods. The study employs comparative analysis of international post-conflict social recovery models, institutional analysis of adaptive capacity among various social institutions, and systems analysis of emerging social protection mechanisms during the conflict period. Results. The research identifies four key manifestations of state social function transformation: militarization of social policy, restructuring of social expenditures, transition from universal to targeted assistance, and decentralization of state social functions. Digital social assistance platforms, temporary employment programs for internally displaced persons, and early psychological intervention systems emerged as innovative social protection mechanisms. The study proposes four innovative models for social institution development in post-war Ukraine: "flexible institutional architecture," "institutional reintegration of communities," "dynamic decentralization," and "cross-border institutional networks." Ukraine has the potential to create a more adaptive, inclusive, and resilient institutional system that could serve as a model for other post-conflict societies. The research demonstrates that crisis-driven institutional innovations can paradoxically strengthen social protection systems, creating opportunities for building more effective governance structures in the post-conflict period.
