INCLUSIVE STRATEGY OF GREEN TRANSFORMATION OF UKRAINIAN REGIONS: PRINCIPLES, TOOLS AND IMPLEMENTATION PROSPECTS

The article explores the theoretical and methodological foundations of inclusive green transformation of regions of Ukraine as one of the key directions of modern state and regional sustainable development policy. The need to introduce a comprehensive approach to the implementation of the principles of inclusiveness, environmental sustainability and economic equality within regional governance is substantiated. This approach aims to ensure equal access of all social groups to environmental goods, resources and opportunities, create the prerequisites for a fair distribution of benefits arising from environmental modernization, and strengthen social cohesion at the local level. The article highlights the main institutional entities responsible for the implementation of inclusive green transformation – local governments, regional executive bodies, public associations, enterprises, educational and scientific institutions. Mechanisms and tools are considered, including strategic planning, environmental assessment, public-private partnerships, public participation, environmental education and training, as well as financial incentives for sustainable business. Particular attention is paid to specific challenges associated with the war, which necessitate a rethinking of approaches to restoring the infrastructure, economy and ecological balance of regions. The role of just transition approaches based on the principles of social dialogue, protection of vulnerable groups of the population and creation of new employment opportunities in ecological sectors of the economy is emphasized. Based on the analysis, practical proposals are formulated to increase the effectiveness of regional environmental policy, in particular: strengthening coordination between different levels of government, developing the institutional capacity of local communities, improving the regulatory framework, as well as stimulating innovations in the field of green economy. The importance of integrating environmental and social priorities into post-war planning for the reconstruction of Ukraine is emphasized as a key condition for the long-term sustainability of regions and improving the quality of life of the population.
