MODEL AND FUNDING MECHANISM FOR INCLUSIVE HIGHER EDUCATION

Introduction. Inclusive higher education is an important element of the modern educational system that ensures equal access to education for all students, including those with special educational needs. Effective implementation of an inclusive approach requires significant financial resources to train academic staff, adapt the infrastructure, and provide the educational process with the necessary material resources. To achieve sustainable development in this area, it is important to choose a model and mechanism for financing inclusive education. Accordingly, it is necessary to study different financial models, evaluate their effectiveness, and identify best practices to be applied to ensure affordable and quality education for all students. Purpose. The purpose is to consider the model and mechanism of financing inclusive education. Methods. To achieve this goal, the article uses general scientific techniques and methods of economic research. The theoretical and methodological aspect of the study is the analysis of scientific works of domestic and foreign economists on the financing of inclusive higher education. To substantiate the theoretical positions and conclusions, abstract-logical and dialectical methods of analysis are used. Results. The relevance of the material of the scientific article is due to the need to study the model and mechanism of financing inclusive higher education, which will increase the effectiveness and accessibility of educational services for students with special educational needs. Based on the systematization of literature sources, the article characterizes such terms as «financing mechanism» and «financing model» of higher education institutions. The criteria according to which financial support for higher education institutions was provided in 2024 are presented. The model of financing inclusive higher education through UNESCO and the European Union is considered. Attention is focused on the forms of financial mechanism of higher education institutions. Conclusion. The results of the study are the basis for solving practical problems of improving the model and mechanism of financing inclusive higher education. It is concluded that for the effective development of this area, it is necessary to introduce a multi-component model and funding mechanism that will cover various sources of financial support, ensure transparency of funds and control over their use.
