Abstract

The purpose of the article is to substantiate the place and role of the environmental component in the management system of public sector organizations and to determine the managerial role of local self-government bodies under conditions of decentralization. Research methodology. The theoretical and methodological framework of the study is based on the concepts of sustainable development, environmentally oriented public management, institutional economics, and the theory of managerial capacity. This made it possible to consider waste management as a sphere of implementation of the legally defined powers of local self-government bodies, integrated into the public management system and the process of implementing local environmental policy. The application of systemic and institutional approaches enabled the analysis of municipal solid waste management as a multi-level system with its regulatory, institutional, organizational, infrastructural, and socio-communication components, as well as the comparison of the legally defined powers of local self-government bodies with actual managerial practice. Comparative analysis, along with classification and grouping methods, was used to identify territorial differences and managerial constraints in the field of municipal solid waste management of territorial communities according to institutional, infrastructural, personnel, and intermunicipal criteria. Research results. From the perspective of a goal-oriented approach, it is substantiated that the environmental component is an integral element of the management system of public sector organizations, while under decentralization local self-government bodies act as key actors in its implementation at the territorial level. It is established that the contemporary model of environmentally oriented public governance is formed through a combination of integrated and partnership-network approaches based on the values of environmental protection, intergenerational responsibility, public participation, and partnership. Within this model, environmental and social values ensure the coherence of managerial processes, which is directly reflected in the activities of local self-government bodies, including the field of waste management. It is found that the state of municipal solid waste management in the communities of the Ternopil region is characterized by territorial disparities, a low level of population coverage by services, and the dominance of a landfill-oriented waste management model. This indicates a gap between the declared environmental priorities of public policy and the actual managerial capacities of local self-government bodies to implement them. It is substantiated that overcoming this gap requires a transition from formal compliance with regulatory requirements to the systematic implementation of managerial approaches, the development of cluster-based and intermunicipal forms of cooperation, the establishment of a comprehensive waste treatment infrastructure, the strengthening of managerial and project competencies of local self-government staff, and the intensification of partnership interaction with business and the public. Scientific novelty of the research results. Improved: the methodological approach to considering municipal solid waste management as an analytical basis for assessing the managerial capacity of local self-government bodies in terms of greening their management systems, which, unlike existing approaches, is based not only on the analysis of formal compliance with legislative requirements but also on assessing the consistency between declared environmental values and actual managerial practices at the local level. Further developed: the systematization of managerial constraints in municipal solid waste management of territorial communities according to institutional, infrastructural, personnel, and intermunicipal criteria, which determine the gap between declared environmental priorities and actual managerial practice. Unlike existing approaches, these constraints are considered not in isolation but as an interrelated system of factors that determines the level of managerial capacity of local self-government bodies and the effectiveness of implementing local environmental policy in the field of waste management. Practical significance of the research results. The proposals formulated in the article regarding the systematic implementation of managerial, cluster-based, intermunicipal, and infrastructural approaches, the strengthening of managerial competencies of personnel, and the intensification of partnership interaction with business and the public can be applied by territorial environmental management bodies and local self-government bodies in adjusting policies, strategies, and programs, as well as for the greening of their management systems.
