TRANSFORMATION OF IT PROJECT MANAGEMENT SYSTEMS: FROM PRESCRIPTIVE TO HYBRID ADAPTIVE MODELS

Abstract

The article substantiates the conceptual framework for transforming IT project management systems in the context of the shift from local development models to complex multinational ecosystems. The study addresses the critical problem of "management gaps" arising from the incompatibility of traditional prescriptive methods with the dynamic nature of distributed software development. The author proposes a transition towards double-circuit hybrid adaptive models that integrate the predictability of classical methodologies with the iterative resilience of Agile frameworks through intellectual synchronization gateways. The core of the scientific novelty lies in the conceptualization and practical implementation of the sociocultural desynchronization coefficient (Kscd). This mathematical tool allows for the formalization of subjective cross-cultural barriers into deterministic parameters of project stability. The coefficient integrates two critical dimensions: temporal asynchrony (time zone differences) and cultural distance, measured through the Power Distance Index (PDI) according to G. Hofstede’s methodology. This approach effectively bridges the gap between the strategic level of project governance and the operational level of technical execution. To verify the effectiveness of the proposed transformation, a simulation study was conducted based on a distributed project involving stakeholders from the USA and development teams from Ukraine. The results demonstrated that ignoring sociocultural factors leads to a significant underestimation of project risks, specifically resulting in nearly a twofold deficit in required time buffers. The application of the Kscd model enabled the predictive adjustment of time reserves, increasing the probability of meeting strategic milestones. The practical significance of the research is manifested in the potential for Ukrainian IT companies to optimize transaction costs of coordination and significantly enhance the accuracy of Time-to-Market forecasting. The implementation of the proposed hybrid model creates a reliable methodological foundation for the inclusive development of domestic high-tech enterprises within global value chains, ensuring their competitive resilience in an increasingly volatile digital economy.
