USE OF CASE MANAGEMENT IN THE PROCESS OF COUNSELING VULNERABLE POPULATION CATEGORIES

Abstract

Introduction. The relevance of the study is due to the growing need for a comprehensive and individualized approach to counseling vulnerable categories of the population, which include persons with disabilities, internally displaced persons, families in difficult life circumstances. Case management is one of such tools, combining needs assessment, individual planning, coordination of services and monitoring of results. The purpose of the study is to theoretically substantiate and analyze the practice of using case management in the process of consulting vulnerable categories of the population. The scientific novelty of the study lies in a comprehensive comparison of international and Ukrainian experience in implementing case management, identifying success factors and obstacles in practical application, as well as formulating recommendations for adapting standards and methods to the Ukrainian context. For the first time, the advantages and difficulties of implementing case management in the process of providing advisory assistance have been systematized, the role of digitalization, intersectoral coordination and staff training in increasing the effectiveness of social interventions has been determined. Conclusions. The analysis shows that case management provides a comprehensive and individualized approach to clients, contributes to the autonomy of individuals, the prevention of crisis situations and increases the transparency and accountability of social programs. The Ukrainian experience shows significant progress: case teams are functioning, digital support tools are being introduced, projects of non-governmental and international organizations are being implemented. At the same time, problems of staff shortage, overload of employees, lack of unified standards, ethical and digital challenges, as well as instability of financing remain. Further research should be aimed at assessing the effectiveness of case management in different groups of vulnerable population, improving intersectoral coordination and adapting methods and standards to Ukrainian conditions, which will ensure sustainable development and quality of social services.
