RESILIENCE OF INNOVATIVE ECOSYSTEMS IN UKRAINE’S TOURISM REGIONS IN THE CONTEXT OF MILITARY AND SECURITY RISKS

The article substantiates the need to form a new analytical framework for assessing the sustainability of tourist regions under conditions of full-scale war, increased security risks and infrastructure losses, when traditional approaches are insufficient for an adequate analysis of transformation processes in the regions. It is proven that the formation of the sustainability of innovative ecosystems of tourist regions is characterized by a systemic transformation of spatial and economic relationships and is not reduced to the adaptation of individual elements of the tourist infrastructure or the reconstruction of physical objects. The structure of a multidimensional integral index of the sustainability of innovative tourist ecosystems, formed according to hierarchical logic and built on the principles of latent measurement of complex socio-economic phenomena, is proposed. The index covers five interrelated analytical components (infrastructural capacity, institutional quality of management, innovative activity, level of digital transformation of tourism services and intensity of security risks), provides a comparative assessment of regions and allows for the formation of differentiated approaches to the implementation of tourism policy in war conditions. The feasibility of typifying tourist regions by level of adaptability (highly adaptive, moderately adaptive and critically vulnerable) is substantiated, which creates the basis for a territorially differentiated policy of recovery and transition to an ecosystem model of tourism development. Prospects for further research are associated with the empirical testing of the proposed integral index, the expansion of spatial analysis to the level of territorial communities and the assessment of the long-term effects of the transformation of tourism ecosystems in the context of the post-war recovery of Ukraine on the basis of sustainable development and institutional modernization of the regional economy.
