DEFINITION OF THE CONCEPT OF DIGITAL TRANSFORMATION OF THE CULTURE AND ARTS SECTOR IN THE LOGIC OF PUBLIC MANAGEMENT AND ADMINISTRATION

The article is devoted to identifying the definition of the concept of “digital transformation” in the academic discourse of public management and administration. Based on the analysis of scientific literature by foreign and Ukrainian authors, the essence of the concept of “digital transformation” is clarified. It is found that in the scientific literature the focus of definitions of digital transformation varies from the adoption and use of new technologies, and the improvement of processes, operations, customer relations and productivity, to the creation of new business models and possible results. It is stated that digital transformation is introduced as a process by which state organizations change their structure and activities in order to adapt to technologies and the digital environment. It is emphasized that the specified transformation process goes beyond the simple implementation of technologies, but is a rethinking and cultural shift that affects the processes, procedures, habits and behavior of organizations and individuals, who, thanks to digital technologies, improve their ability to withstand the challenges of the new era. It is emphasized that, unlike the business sector, digital transformation is not aimed at improving competitiveness and market share, but at integrating society and citizen participation (i.e., the focus is not on management entities, clients or users, but on entities that have rights and are part of the collective). It is found that the digital transformation of the culture and arts sector includes both the adaptation and reconversion of digital technologies that underlie the activity, and through it, society as a whole, in order to stay abreast of events and achieve new levels of competitiveness. The results of the study suggest an interpretation of digital transformation as a process of rethinking and adapting technologies and people, which stimulates institutions and companies to implement innovative procedures to meet the needs of their customers with the help of new products and services that satisfy their needs and desires. Within the framework of public management of the culture and arts sector, it is proposed to consider digital transformation as a continuous process of strategic renewal that uses progress in digital technologies to create opportunities that update and replace the model of public activity in the culture and arts sector, in particular in the approach to cooperation and interaction with the public.
