FEATURES OF PUBLIC ADMINISTRATION IN THE FIELD OF PROTECTION, USE AND REPRODUCTION OF THE FAUNA WORLD IN UKRAINE

The article examines the issues of public administration through the prism of the peculiarities of the field of protection, use and reproduction of wildlife in Ukraine. The terminology of the issue is clarified and the author's definition of the concept of "management in the field of protection, restoration and use of wildlife" is proposed, the purposeful activity of public administration bodies and civil society institutions aimed at ensuring the protection, restoration and use of wildlife. The principles enshrined in the current legislation of Ukraine on wildlife are considered, which reflect the content of management in the specified field, its essence and purpose. It is revealed that the main purpose of management in the field of protection, use and reproduction of wildlife is the implementation of legislation, monitoring compliance with safety requirements, ensuring the implementation of a set of effective measures to protect wildlife, its rational use and promoting the coordination of the activities of state and public institutions. It is emphasized that the direction of development of management tools in the field of protection, use and reproduction of wildlife contributes to the possibility of: formation of flexible management decisions, options for modifying organizational and management processes, modernization of organizational structures based on expanding the spectrum of organizational relations; application within state programs of effective management systems to ensure the implementation of decisions made in accordance with the specifics of the distribution of management functions, etc. The main tools of state regulation of protection, reproduction and use of wildlife in Ukraine are typified (legal, administrative, economic). It is stated that the vertical hierarchy of subjects of management of the field of protection, use and reproduction of wildlife in Ukraine is made up of the Ministry of Environmental Protection and Natural Resources of Ukraine, the State Service for Supervision in the Sphere of Nature Management and its territorial administration, Heads of regional councils and regional councils, as well as regional Departments for the Protection and Use of Wildlife Objects of the Government.
