ECONOMIC MECHANISMS OF THE INSTITUTIONALIZATION OF THE INCLUSIVE HIGHER EDUCATION IN UKRAINE

Introduction. The article is devoted to the theoretical and pragmatic mechanisms that include the distribution of investments in the development of educational infrastructure, financing of specialized facilities and support for scientific research, as well as scholarship and grant programs that promote the learning and professional development of applicants with special needs, ensuring the sustainability and effectiveness of inclusive education. The purpose of the article is to determine the features of assessing the return on state investment in inclusive higher education in Ukraine, and a comprehensive approach is proposed, which is based on the analysis of a number of macroeconomic and educational indicators. Scientific novelty. The significance of the process of institutionalization of inclusive education in the context of the socio-economic dynamics of modern society is undeniable. This process not only facilitates access to the necessary knowledge and skills, but also contributes to the consolidation of social values focused on inclusiveness, tolerance and mutual understanding. Features of assessing the return on state investment in inclusive higher education in Ukraine. The methodology includes studying the dynamics of state budget expenditures on training, the average salary of graduates, and their employment. The main emphasis is on the total revenue that the state receives from taxes on the salaries of employed graduates and the added value they generate, which allows us to assess how effectively the invested funds are converted into economic and social benefits that contribute to the development of the country. Results. A key element is the calculation of return on investment (ROI) data, which is calculated as the ratio of the state's total revenue from employed graduates to the investment in their education, allowing the benefits of inclusive education to be tracked in the long term. The methodology serves as the basis for developing and adapting policies aimed at increasing the effectiveness of investments in inclusive education, ensuring not only economic but also social growth. By assessing the impact of inclusive education on the economic activity of graduates and the contribution of education to the formation of human capital, the state can determine the optimal amount of funding and make adjustments to educational initiatives.
