GERMAN MODEL OF SOCIAL WORK WITH MIGRANTS AND ITS ADAPTIVE POTENTIAL FOR UKRAINE: INTEGRATION TOOLS, CHALLENGES AND PROSPECTS

Abstract

Introduction. In recent decades, global migration processes have necessitated the formation of multi-tiered systems of social work in the Federal Republic of Germany, which has traditionally functioned as a major hub for migratory flows. Consequently, Germany has elaborated distinct yet mutually complementary models of social integration. This experience possesses both intrinsic value in maintaining social stability and significant potential for adaptation in other national contexts, particularly in Ukraine. Purpose and objectives of the article. The aim of the research was to analyze the German model of social work with migrants and to identify the possibilities of adapting its practical tools for the social integration of individuals in Ukraine. The study is based on the analysis of statistical data from Eurostat, BAMF, BMAS, and other sources, as well as the examination of regulatory documents and practical programs. The research identified the key instruments of the German model of migrant social integration, which include language and vocational training, social support, intercultural mediation, and early employment. The scientific novelty. lies in exploring German practices of social integration of migrants and the possibilities of their adaptation in Ukraine, which contributes to enhancing the effectiveness of IDP support and developing a resilient system for responding to migration crises. Conclusions. The article analyses the specifics of the German model of social integration of migrants, which combines state policy, municipal practices, and the activities of civil society organizations. Particular attention is given to language training, labor market integration, social support, and intercultural mediation. The strengths and weaknesses of the German integration system are examined, allowing for the identification of opportunities for its adaptation to the needs of social support for internally displaced persons in Ukraine. Based on this experience, recommendations are proposed for Ukraine regarding the development of individual integration plans, subsidiary cooperation between governmental and non-governmental structures, the improvement of intercultural mediation, and the creation of tailored employment programs for internally displaced persons.
